Voted 2nd option: I don't think the winner should be the one in top when the game resets, since it's not always equal to the actual winner. If you shoot alot someone playing passive can pass you in the stats. If that should be the reason, then you should gain a lot of fam.worth, when you enter wars, so it pays off to go to wars.
The rest are measuable, if they just remember to take in dead accounts as well, since top killer and top buster can be dead at the time of reset.

If it's true that the spots will first increase during the version, then I personally think everybody should boycut the game. Then they take out the incitament to play away for all of those who didn't manage to found. Imo it's completely stupid to limit the amount of families to 14 in the beginning of the version, when everybody knows that there are at least 25-30 CORE families ranking + the smaller families.
I recommend everybody to use their freedom of speach and go to #help to tell them what they think.

We lost a top, because he didn't agree in the way the rest of us wanted to play. He is a nice guy, but I do no cry a river over him leaving, since we couldn't agree, so either he or the rest of the top had to leave... And when one doesn't agree, then it seems most reasonable, that he leaves (especially, since he hadn't been playing 6 years for the family). So he would have left either way...
But the facts are still what I stated. So please quit the hating. You guys were the ones, who messed it up and broke the trust, not us. None of them were bloods of you, hence you should have had not interest in helping them. You then used that information to plan a war against one of our co-shooters due to knowing their bloods would be occupied shooting in the war we were part of. That's betrayal, hence we didn't help you, when you payed the price a few days later. You broke our trust and that was equal to losing our support. Nuff said!

Then they messed up, and got their family really weakened.
